To obtain circles by specifying a center point and entering a diameter value, click on the pop-up menu as shown by green arrow above, then click on the Center, Diameter command as shown by green box above in Autocad.
To start drawing a circle in this manner in Autocad, click somewhere to specify your center point of the circle as shown above.
The command wants a diameter value for the circle. You need to enter a diameter value to complete the drawing a circle with Center, Diameter command in Autocad.
